250億取水工程 石門水質無虞

南勢溪水濁度飆新高，大台北居民飽受濁水之苦，但同樣在颱風過後，引用石門水庫的地區仍有清水。水利署官員指出，艾利風災曾導致石門水庫水濁、停水18天，經此教訓後，石門水庫興建「取水分層工程」，可汲取表層水，避掉沉底汙水，現在供應桃園120萬噸飲用水無虞。
北區水資源局官員說，桃園石門水庫在2004年8月遭艾利颱風侵襲，造成大漢溪濁度飆高，無法供水，致桃園停水長達18天。之後行政院決定動用250億元，改善石門水庫集水區上游取水溝、攔水霸、排砂工程，新建取水分層工程。
官員表示，取水分層工程在2009年10月完工，這次颱風之後正式啟動，不再受濁水困擾，可謂是「教訓中學到經驗」。
石門水庫在大壩左岸，以豎井分層取水方式，汲取乾淨的水資源，工程歷時3年半，每日最高可引導140萬噸原水，可滿足桃園地區至2021年用水量需求。
石門水庫最高水位是245公尺，但這項取水分層工程，興建深達40公尺取水豎井，可抵抗8級強震，分別在水位標高220公尺、228公尺、236公尺新增分層取水口，以利取用水庫上層低濁度原水，取代標高195公尺處的石門大圳底層取水口。
官員指出，當颱風來襲時，石門水庫是土石壩，作為農田灌溉之用，取水口低，且淤積嚴重，啟動取水分層時，均取用「中上層」的水，因此水質較好。
翡翠水庫淤積率僅5％相當低，且取水口地勢高，其實不必設置取水分層工程，這次大台北用水混濁，主要被南勢溪濁水所害，改善之道，應是裝設專管由翡翠水庫直通淨水場。
